Welcome Speech by the Chairman, VMC |
Chairman, VMC, LRDE welcomed all the members of the Vidyalaya Management Committee
|
In his welcome speech, the Chairman emphasized to bring quality result. After each unit test, parent teachers meetings may be arranged and parents may be briefed about the poor performance of their ward in the beginning of the year itself so as to avoid last minute academic pressure on the students. |

Overview – Duties & Responsibilities of VMC and VEC |
Principal, KV.DRDO presented a power point presentation of overview of the duties and responsibilities of VMC & VEC. |
Principal emphasized that the VMC has been framed by KVS for its general supervision like academics, administration, accounts and day to day management of the Vidyalaya by the Chairman, VMC and the proceedings of the Executive committee in accordance with the rules approved and directions issued from KVS Hqrs & Regional Office time to time. |

Staff strength 2009 - 2010 |
Principal, KV.DRDO presented power point presentation of the staff strength for the year 2009-2010. |
Principal informed that the School has full fledged staff strength except headmistress. Hence the teaching learning process will not be hampered. |

Student Enrolment as on 30.06.2009 |
Principal, KV.DRDO presented a power point presentation of the student enrolment as on date. |
Principal briefed the members about the student strength category wise and stated that majority of Category 8 students have taken T.C’s and only 143 students are still on roll due to previous enrolment and this figure also includes the grand children of KVS wards, Retired DRDO employees. |

Result analysis 2009-2010 |
Principal, KV.DRDO presented a power point presentation of the result analysis of class X & XII for the year 2008-2009. |
The board result of class X is very good. The Chairman, VMC also stated that the quality result in Class XII is good and to target 100% results in Class XII keeping in view of the Scientific background of the parent KV.DRDO should maintain the prestige of the School in the academic field. |

Student & Staff Achievers |
Principal, K.V.DRDO presented a power point presentation of the student and staff achievers. |
The achievements of student and staff of KV.DRDO were appreciated. |
|
Type `E’ quarters to be earmarked for the Principal |
As per the pay band in which Principal is placed she is eligible for `E’ type quarters. At present type `D’ quarters has been earmarked for KV Principal considering the pay scales at that time. After the implementation of VIth Pay Commission Principal is placed in the Pay Band IV. Hence it is requested that whenever type `E’ quarters fall vacant instead of type `D’, type `E’ quarters may be earmarked for the Principal. |
Chairman, VMC informed Shri.Jaykumar.V, Sc.F & Chairman Nominee to take the matter in TAC and EMO may be informed to allot type `E’ quarters to the Principal KV.DRDO in Phase – I as it is the prime importance for the Principal to monitor the day to day activities of the Vidyalaya even after School hours. |

Opening of Class XI ( 3rd Section) |
In the staff sanction received in the month of March 2009 for Class XI three sections have been sanctioned. Out of 204 students 174 students of our Vidyalaya were eligible for Science Stream. The number of applications for Science stream received from our School were 125 and 100 students were admitted and 5 Catg one students referred by Chairman were admitted. The present teachers were having less number of teaching periods. On opening of additional section the teaching periods have been allocated as per KVS rules and full workload for all teachers have been given. Since three sections were sanctioned the 105 students were divided into 3 sections and at present we have 35 students in each section. |
Chairman, VMC agreed for the additional section in Class XI and instructed the Principal to accommodate KV.DRDO students and then to give fresh admission to other board students as per the category of the parent and not to exceed 40 students in each section.
Chairman also felt that since the strength in Class XI is optimum, the teachers can concentrate on achieving quality results.
Further, the Chairman, VMC informed that in Class I increase in section is not possible and to maintain 3 sections in KV.DRDO. |

Garden Maintenance – EMO to take over the maintenance of garden |
We have a beautiful gardens spread all over the School which requires continuous monitoring. As much Vidyalaya fund get diverted to it, we are unable to take up other activities for the benefit of students. We request the EMO DRDO township to take over the maintenance of garden w.e.f 01st August 2009 |
Chairman, VMC agreed for the proposal and informed Shri.Jaykumar.V, Sc.F, Chairman Nominee to discuss with Col.Thimmaiah, EMO, DRDO township and to take up the work with immediate effect. |

Renewal of conservancy services w.e.f 01.08.2009 – under VVN |
The conservancy services awarded to M/s.Bhoomika Enterprises will expire on 31st July 2009. Extension of conservancy services for one more year w.e.f 01.08.2009 may be permitted. |
Chairman, VMC permitted the Principal to extend the conservancy services provided by M/s.Bhoomika Enterprises for a period of one more year w.e.f 01.08.2009 to 31.07.2010. |

Repair of Digital Duplicator under VVN |
The Digital duplicator purchased under DGSND Rate contract from M/s.Ricoh India Ltd., Bangalore during the year 2005 installed in the examination department is not working The expenditure for repairing the digital duplicator will cost Rs.19325/- To incur the expenditure from VVN, permission may be granted. |
Chairman, VMC permitted the Principal to go ahead with the repair work of the Digital duplicating machine by following KVS procedure. |

Up-gradation of BSNL broadband connectivity from 2mbps to 8mbps |
The Vidyalaya has 3 computer labs and are located in different places and presently the Vidyalaya has 61 computers for the students with 2 mbps broadband connectivity. As per KVS instruction, the computer labs situated in different location can upgrade upto 8mbps. Hence, permission may be granted to upgrade the broad band connectivity. |
Chairman, VMC permitted the Principal to go ahead with the up gradation of broadband connectivity, for that purpose BSNL commercial officer may be contacted. |

Pending works by DRDO Provision of tubular poles with FRB sheets near `B’ block. |
It is submitted that, at present the area provided for the students to have their lunch during the break between `C’ & `B’ block with garden chairs requires tubular poles with FRB sheets measuring 35 mts. Keeping in view the climatic condition (Summer and Rainy) prevailing in Bangalore and also due to inclement weather conditions, the provision of FRB roof top work may be done to accommodate the students to have their lunch during the break which is being given during the School hours. The Vidyalaya does not have roofing nor trees near `B’ Block to provide shelter to the students. The approximate financial effect for provision of tubular poles with FRB is within 1 Lakh. The Estate Management Officer may be informed to take up the work immediately. |

Pending works by DRDO Provision of grills in the first & second floor of the `B’ block. |
As emphasized time and again paramount importance is to be given for ensuring the safety of students and security of Vidyalaya building. This issue was discussed with then Chairman Nominee to provide Grill in the corridor of `C’ & `B’ block. However Grills in the `C’ Block has been provided but for `B’ block provision of girll work is still pending. It is once again reiterated that safety and security of the students, staff and assets of our Vidyalaya is our personal responsibility and immediate action to be initiated. |

Pending works by DRDO Construction of Kitchen cum Dining behind `A’ block. |
It is submitted that the Vidyalaya does not have a kitchen cum dining hall, and the classrooms are converted to prepare foods and serve to the student participants and escorts during different occasions eg., Sports Meet, Inservice Course, Bal Diwas Mela, Art Exhibition, Science & Social Science Exhibition and other meets. On the above mentioned occasions, the catering contractors are awarded work and the classrooms are suspended to cook and clean and this also leaves behind smoke and odour for the days together. The vessels are being washed in the Children toilets, which is unhygienic. The dining facilities are also provided in classrooms, which is inconvenient. Hence there is an urgent need for our institution to be provided with Kitchen and dining |

Electricity bill of the Vidyalaya building |
The Vidyalaya is in receipt of Electricity Bill from BSO for the month of April to June 2009, the School has not received any bills since the date of inception . On enquiry it was understood that new electricity meter has been installed in the Vidyalaya building Hence the payment for the electricity charges may be taken up at your end |
The Chairman VMC instructed Shri.Jaykumar.V Sc.F & Chairman Nominee to take up the matter in TAC and to interact with GE for needful action. He was also of the opinion that the meter may be removed from the Vidyalaya premises. |

Principal briefed the members about the student strength category wise and stated that 24 students have taken local transfer to other KV in Bangalore city due to hike in fee structure. |

Principal, KV.DRDO submitted Revised Estimate 2009-2010 & Budget Estimate 2010 – 2011 in respect of VVN A/c & School Fund A/c. |
Chairman, VMC & other members discussed in detail the Revised Estimate 2009-10 & Budget Estimate 2010-11 of VVN A/c & School Fund A/c. of K.V.DRDO, the budget submitted by the Principal is in accordance with KVS instruction and the grant admissible has been worked out on the basis of revised norms as notified by KVS. Hence, the Chairman, VMC approved the same and informed Principal to submit the same to AC, KVS, RO, for further action. |

Independence Day Celebration 2009 |
Principal, KV.DRDO presented a power point presentation about the Independence Day Celebration to be held on 15.08.2009. |
Principal thanked the Chairman VMC and the Chairman Nominee for having accepted to be the Chief Guest & Guest of Honour for the Independence Day Celebration to be held on 15th August 2009 at 8.30am and invited all other members of the VMC to grace the occasion. |

Medical Check up of students
|
Principal, KV.DRDO presented a power point presentation requesting the Chairman, VMC to kindly spare the service of Unit Doctor a lady and a gent along with few assistance for the medical check up of boy and girl students of the Vidyalaya during August 2009. |
Chairman, VMC informed Dr.Kavitha Singhal, Unit Doctor,LRDE to take up the medical check up of the Vidyalaya in August 2009 and also informed Shri.Jaikumar.V, Chairman Nominee to interact with the other labs of DRDO (ADE, GTRE & DEBEL ) to provide their unit doctors Further, the Chairman, VMC informed Principal to provide suitable accommodation and adequate staff in the Vidyalaya premises for the Doctors to conduct the medical examination. The Chairman, VMC informed Shri.Veerabhadra, Co-opted Member and Shri.Pazhanivel, to co-ordinate with the Doctors and conduct the medical check up of students. He also emphasized that the medical details of all the students to be incorporated by the Doctors in the medical cards provided by the Principal and any serious ailments diagnoised to be informed to the parents through the class teachers. |

Cluster & Regional Sports Meet 2009
|
Principal, K.V.DRDO presented a power point presentation about the cluster and regional sports meet of KVS scheduled in August 2009 and requested Chairman, VMC to provide transportation for the students to participate in the event. |
Chairman, VMC informed Shri.Jaikumar, Sc.`F’ Chairman Nominee to interact with Shri.Bhat, Chairman of the Transportation committee. Further, he informed Principal to submit the list of number of students participating in the event date-wise and venue for further action. He also informed Shri.Pazhanivel, Sc.`D’ to co-ordinate provision of vehicle. |

Lawn Tennis & Badminton Court
|
Principal presented a power point presentation requesting the Chairman, VMC to provide lawn tennis and badminton court of DRDO township for the conduct of Lawn Tennis Regional Sports Meet for Boys & Girls to be held on and from 21st to 26th August 2009 and also to provide Badminton court for School selection 12th and 13th August 2009 and Cluster Meet on 18th and 19th August 2009. |
Chairman, VMC informed Shri.Jaikumar.V, Sc.F Chairman Nominee to take the matter with Estate Management Officer, DRDO township and to provide the same for the students as KV.DRDO is the venue for the conduct of the matches. |

Special coaches for Cluster Meet
|
Principal presented a power point presentation about the appointment of special coaches (Basket Ball, Foot Ball & Hockey) for School team, after the School hours as per KVS letter no. F.13358/1 /2009/KVS/BGR, Dated 06th August 2009 and the remuneration of these coaches to be met from VVN with your kindself approval |
Chairman, VMC agreed for the appointment of special coaches for School team after School hours and the payment may be met from VVN A/c. The payment for each coach may be worked out accordingly. |

Annual Sports Day Celebrations
|
Principal presented a power point presentation about the Annual Sports Day Celebration for the year 2009 -2010 of KV.DRDO and informed Chairman, VMC that as per the calendar of activities of KVS, the Annual Sports Day Celebration should be held in September or October 2009 soon after the National Sports Meet of KVS. Hence, Principal suggested Chairman, VMC that the annual sports meet may be conducted in DRDO football ground near type `B’ quarters, as the Vidyalaya sports ground will not accommodate the parents and students. Hence, the sports ground near type `B’ quarters needs leveling as the ground is uneven. |
Chairman, VMC agreed for the proposal and informed Shri.Jaikumar.V, Sc.F, Chairman Nominee to discuss with Col.Thimmaiah, EMO, DRDO township for taking up the work on priority. |

Part-time/Contract teachers through School Fund
|
Principal presented a power point presentation requesting the Chairman, VMC to disburse payment of salary to the contract / part-time teachers through School Fund for the year 2009-2010.
|
Chairman, VMC permitted the Principal to incur the expenditure on part-time and contractual teachers through School Fund and to allocate necessary fund in the budget and also agreed to pass a resolution to the effect. |
|
Book Exhibition 2009 at KV.DRDO premises
|
Principal in her power point presentation requested the Chairman, VMC to permit M/s. National Book Trust of India to organize book exhibition to the students and parents on 14th & 15th August 2009 in the Vidyalaya premises.

Chairman, VMC, stated that the reading habits of the students has declined to an considerable extent and holding an book exhibition will definitely improve reading habits. Hence, the Chairman permitted the Principal to conduct the book exhibition in the Vidyalaya premises.
Further, the Chairman, VMC stated that Deccan Herald paper may be provided to the students, as the materials/ contents in the paper are very interesting / useful to the student community.
Principal, informed that Hindu paper is been distributed to the students @ Re.1 for 200 days in a year and the English subject teacher has been informed to inculcate reading habits among students. |

Computer systems of 286/ 386 configuration received as gift from DRDO establishments.
|
Principal in her power point presentation stated that the computer systems received as gift from DRDO establishment are of 10 to 15 years old and which are 286/ 386 configuration and the present computer labs does not have sufficient place to store. Hence to dispose. |
Chairman, VMC informed Shri.Jaikumar, Sc.`F’ & Chairman Nominee to find out from the establishment about the rules and regulations to dispose e-waste and to take up the matter immediately. |

Condemnation of Articles procured through VVN Fund
|
Principal, in her power point presentation stated that the Vidyalaya would like to condemn articles which are of in-serviceable conditions and to permit her to condemn the articles accordingly for the year 2009-2010. Further, the Vidyalaya has 13 computer systems which are of 10 years and above i.e 1996 & 1997’s. The value of computers are beyond the Principal’s power. Hence, Principal would like to forward the condemnation list to AC, KVS, RO, Bangalore.

Chairman, VMC permitted the Principal to go ahead in condemning the articles which are of inserviceable conditions, as per the power vested to the Chairman, VMC.
Chairman, VMC agreed to go ahead in condemning 13 computers which are of 10 to 15 years old and to forward the same for the approval of AC, KVS, RO as the power vested to the Chairman, VMC is beyond the limit. |

Quarterly fee collections from DRDO labs
|
Principal in her power point presentation stated that The fee collection through DRDO labs on monthly basis has put into great difficulties for all the class teachers and she also emphasize that teachers should not be given non-academic works every month instead to concentrate on academics. Hence, it would be grateful, if the fee collection is collected from DRDO labs quarterly.

Chairman, VMC disagreed for quarterly fee collection through salary from the parent as the present system of monthly fee collections has been streamlined. However, Chairman, VMC suggested that the monthly fee deducted from the DRDO labs will be deposited to the School and informed that the teachers need not have to incorporate the fee details every month in the attendance register, but to do the same quarterly basis and to handover the receipt quarterly. |

Approval for incurring expenditure from VVN Fund for the year 2009-2010.
|
Principal in her power point presentation requested the Chairman, VMC to permit her to procure items through VVN A/c for the following items: a.To incur expenditure for sweets on the occasion of Independence Day Celebration 2009-10 for 1800 students and refreshments to VIPs @ Rs.10/- per head b.To take up the work of Art painting (oil based) by professional at `A’ `B’ & `C’ blocks of the Vidyalaya premises. c. To incur expenditure for Class name boards and Quotations of value based – make (fiber sheets)
d. To incur expenditure to purchase 100 armless fiber chairs through LRDE canteen
e To purchase oil based paintings made of fiber sheets for the beautification of Primary block
f.To incur expenditure for printing and supply of examination materials for the year 2009-2010 Budget Rs.4,00,000/- p.a. through limited tender enquiry.
g. To incur expenditure on stationery items for the Vidyalaya use, Budget Rs.1,50,000/-p.a through limited tender enquiry.
h.To incur expenditure to purchase optical mouse for the computer systems
i. The Vidyalaya has 11 number of computer printers. Accord permission to purchase cartridges for HP 2420DN, HP 2010, Epson C 43 U, HP 2200DN, Konika Milton and Inkjet etc.,
j.To purchase executive table and chair for the Principal’s room
k. To purchase digital camera for the Vidyalya use on different occasion.
l. The present fish acquarium provided by DRDO management is 23 years old. Accord permission to purchase the same.
m.The security services awarded to M/s.Durga Enterprises will expire on 10th September 2009. Extension of security services for one more year w.e.f 11.09.2009 may be permitted. |
Chairman, VMC, agreed to go ahead in procuring items as requested by the Principal for Sl.No. (a ) to ( l) by following KVS purchase procedure as envisaged in the Revised Purchase Procedure.
The Chairman, VMC agreed for extension of security services provided by M/s.Durga Enteprises, Bangalore for a period of one more year w.e.f 11.09.2009 with a instruction to follow the same terms and conditions laid down in the contract agreement.

|
Principal in her power point presentation stated that GE R & D (W), DRDO, AGE, EMO had inspected the Vidyalaya for the repair and maintenance work of the Building. The list of works to be taken up by GE R & D west are as follows: 1) Provision of Iron grill at `B’ block 2)Notice boards / Display boards for all the classrooms and on the corridors may be provided 3)Iron or Wooden box to be provided for Richo Digital Duplicator. 4)Tubular poles with FRP Sheets to cover gardenchairs and students to have their lunch during break. 5)To provide concrete for students boys & girls cycle stands and staff vehicle stand. 6)To provide a long jump pit in the Vidyalaya sports ground for conduct of athletic events. 7)There is an open drainage near sports ground, a lid for the same may be provided 8)Due to inclement weather conditions prevailing in Bangalore – The rain / waste water accumulates on the roof top of boys & girls toilet of `B’ block leading to seepage of Vidyalaya building. 9)To remove stones and bushes behind `A’ and `C’ block – to create vegetable garden |
